That would be too funny! Where they have to carry around the rulebook and follow all the rules and they could have underlings that would chide them if they started to do anything that disobeyed the rules. Oh, and we'd have to make sure that every rule comes up at least once in the movie. I'd probably make a running joke of the animal one.
Nothing wrong with the bad guy winning for a change.
